How to Register Philippine National ID (PSA PhilSys)

The Philippine Statistics Authority (PSA) launches the online first-step registration for national ID through its Philippine Identification System (PhilSys) on Friday, April 30.

According to PSA, the following are the "three easy steps" on how to register your national ID.

Step 1: Go to register.philsys.gov.ph and fill out all required fields and submit your application form.

In this step, you need to register your demographic information, which includes information such as:

Full name

Sex

Date and place of birth

Blood type

Address

PhilSys web portal will also collect optional information like marital status, mobile number, and email address.

Once you submit your application form, you can now book your preferred appointment schedule in the nearest physical registration center for the second step.

Make sure to save a copy of your Application Reference Number (ARN) and/or QR code, which you will need to present at the registration center.

Reminder: Prepare the required documents (original copy) and bring them when you attend your appointment. You can check the list of primary and secondary requirements in the latter part of the article.

Step 2: Proceed to your designated registration center on the day of your appointment schedule and present your copy of the ARN and/or QR Code. Be sure that you also bring with you the required documents.

Biometric information, including fingerprint, iris scan, and front-facing photograph, will be taken in the registration center during your appointment.

The original copy of your supporting documents will also be validated on-site.

The average time for the Step 2 registration will take around 15 minutes.

Step 3: Wait for the delivery of your PhilSys Number (PSN) and PhilID to your registered delivery address.

PHLPost will deliver your PSN and PhilID (the physical ID card) to your address. Present your transaction slip or any valid IDs to the courier.

PSA reminds applicants not to post their PhilID on social media as it contains personal information.

Where are the physical registration centers located?

The PSA explained that it would set up fixed and mobile registration centers in strategic locations.

The PSA has collaborated with the Local Government Units (LGUs) to establish the registration centers. Fixed registration centers in the provincial offices and mobile registration centers would be set up in strategic locations.

PSA-issued Certificate of Live Birth AND one (1) government-issued identification document which bears the full name, front-facing photograph, and signature or thumb mark;

DFA-issued Philippine Passport or ePassport;

GSIS or SSS-issued Unified Multi-purpose Identification Card (UMID);

Land Transportation Office (LTO)-issued Student's License Permit or Non-Professional/Professional Driver's License

Suppose you don't have those primary and secondary documents. In that case, the following identification documents will also be considered secondary supporting documents as long as it has a picture, signature/thumbmark, full name, permanent address, and date of birth.

Other frequently asked questions about the PhilID

How much is the PhilID (Philippine National ID)?

The PhilID is entirely free. However, fees will apply for replacing a PhilID that has been damaged or lost. Holders of a Certificate of Indigency will not be charged a replacement fee as long as their certificate is presented.

How long is the validity of the PhilID?

PhilID cards issued to Filipino citizens have no expiry, whereas those issued to resident aliens are only valid for one year.

What is the minimum age required to register for a national ID?

PhilSys accepts registrations from people of all ages, including newborns.

For children under the age of five (5), only demographic data and a front-facing photograph will be collected, and their PSN will be linked to their parent or legal guardian. Their demographic information and complete biometric information will be captured during registration, but they will be required to update and have their biometrics recaptured once they reach the age of fifteen (15).

Is the PhilID a replacement for other government IDs?

The PSA explained that the PhilID is not intended to replace other IDs that serve different purposes.

According to PSA, "The PhilID is a foundational ID that serves as a valid proof of identity, which would help ease transactions with both government and private sectors through easier validation and authentication of identity."
